A skill references your playbook positions, your house style and escalation matrix, the matter's own context and its wiki — resolved at run time. Where a binding has nothing behind it, the skill degrades quietly instead of inventing one.
Every enabled skill costs a single line of context for discovery; its full instructions and data load only when it is the one in use — so a large library does not tax every request.
